The sequence that works
Day -14 (pre-launch): Landlord letter to tenants — one page, mailed and emailed. Frame: "cheaper power, same reliability, no action needed to keep your existing service."
Day -7: Community meeting or virtual Q&A. Optional but doubles enrollment in properties with high tenure.

Day +3, +7, +14: Automated reminders to non-enrollees. Personal outreach after Day 14 for high-consumption units.
What kills enrollment
- Requiring tenants to cancel their existing utility account (they won't).
- Long PDFs, printed forms, or requiring a phone call.
- Any language that implies they're locked in for years.
What lifts enrollment
- Showing a specific dollar savings vs. their last bill (requires utility-bill upload; worth the friction).
