Where it works
Older gas-heated multifamily in cold-climate cities (Chicago, Boston, Minneapolis) where gas rates have risen sharply. The tenant sees lower total energy bills; the owner sees lower vacancy from a modernized amenity.

Buildings on utility-billed master-meter gas with structural retrofit costs above $6K/unit. Wait for the tenant turnover before doing full electrification.
